The former mayor of a small New Mexico border town has pleaded guilty to charges he participated in a gun smuggling ring that federal prosecutors said sent hundreds of guns into Mexico, authorities said Wednesday.

Eddie Espinoza faces 65 years in prison. The 51-year-old was arrested in March along with two other Columbus town officials - police chief Angelo Vega and former trustee Blas Gutierrez. The three were among a dozen people charged in the federal sting.
Columbus sits just north of Palomas, Mexico, a town that has seen increasing violence as drug cartels wage war against one another, the Mexican Army and police.[snip]

MEDFORD, Ore. – Medford Police arrested 10 people after breaking up a gang-related fight with strong ties to a stabbing in Phoenix last month. Police arrested four adults and six juveniles that ranged for 15 to 17 years old. The investigation revealed that the fight was between individuals associated with the Sureño and Norteño gangs, a press release from the Medford Police said.

Lt. Bob Hansen said the gang problem is on the rise in Southern Oregon ....“It’s getting worse in Medford. I’ve been here since the 1980 and I think gangs have finally moved up from, maybe from the South. More than it used to be.”

The ages of gang members are only getting younger, according to Joe Ferguson, the Deputy Director for the Juvenile Detention Hall in Medford.[snip]

A man who was arrested last year on I-5 near Ashland for carrying three pounds of methamphetamine will be going to a federal prison for the next 14 years. U.S. District Judge Owen Panner sentenced Santiago Contreras-Esquivel of Modesto, California to prison for drug trafficking and re-entering the country illegally. Police stopped the vehicle Contreras-Esquivel was a passenger in for a traffic violation on July 29, 2010. The drugs were found during a search of the vehicle.

Federal police are reporting that they have captured Armando Villarreal Heredia, who also used the name Jesus Heredia González, alias El Gordo. He was an important operator for the Arrellano Felix cartel, and responsible for coordinating the movement of drugs from Sinaloa to the U. S. He was born in San Diego and began working with the cartel at 16 years old, specializing in moving drugs to San Diego and Los Angeles. The DEA said in 2009 that he one of the main operators for CAF.


The remains of two tortured men were dumped under a bridge. There were signs of having been burnt while still alive.

Claude Guyant of the National Association of Former Border Patrol Officers testified in congress that agents need to be able to focus on safety, not environmental regulations.

Supporters of the bill (HR1505), however, said the current setup — a memorandum of understanding between DHS and federal land-management agencies — makes it impossible for Border Patrol to do its job.

“There’s a problem here in that Border Patrol is being restricted,” said Rep. Rob Bishop, R-Utah, the bill’s sponsor. “They are not the problem.”

Here, in April of 2009, Atty. Gen. Eric Holder was in Mexico bragging about how much taxpayer money he's going to spend on Project Gun Runner!
Just last week he acted like he had never heard of it!

Holder: "Last week, our administration launched a major new effort to break the backs of the cartels. My department is committing 100 new ATF personnel to the Southwest border in the next 100 days to supplement our ongoing Project Gunrunner, DEA is adding 16 new positions on the border, as well as mobile enforcement teams, and the FBI is creating a new intelligence group focusing on kidnapping and extortion. DHS is making similar commitments, as Secretary Napolitano will detail."

Operation Gunrunner was funded by the 2009 Stimulus Package

I remember seeing Project Gunrunner in a bill that was discussed
here. The original thread about it was a rumor thread that HR45 had
been rolled into the stimulus package.

In that thread I scanned the text of H.R.1 American Recovery and
Reinvestment Act of 2009 for gun, firearm, etc and came up with a hit.

I posted in the thread: "Only time “gun” or “firearm” appears is in
the part that give $10,000,000 to the ATF for Project Gunrunner. That
was H.R. 495, asking for 15,000,000 for Gunrunner".

H.R. 495 that I mentioned never made it out of committee, but it looks
as it was to specifically fund Gunrunner.

Instead portions of it were rolled into the stimulus package a month
later. That text found in H.R.1 is:

For an additional amount for ‘State and Local Law Enforcement
Assistance’, $40,000,000, for competitive grants to provide assistance
and equipment to local law enforcement along the Southern border and
in High-Intensity Drug Trafficking Areas to combat criminal narcotics
activity stemming from the Southern border, of which $10,000,000 shall
be transferred to ‘Bureau of Alcohol, Tobacco, Firearms and
Explosives, Salaries and Expenses’ for the ATF Project Gunrunner.

Notice that's $40,000,000 for Southern border enforcement, $10,000,000
of which specifically for Project Gunrunner. What does $10 million pay
for here? It didn't hire any new agents that I am aware of.


Shovel Ready Projects were the graves of the victims that were killed
by these ATF guns.

a U.S. Consulate in Mexico in 2008 - Explosive projectiles and 21
grenades found during a raid in Guadalupe - An unexploded grenade and
pull ring used to attack a TV station in Monterrey - Automatic
weapons, including U.S.-made M16s, found at a cartel crime scene in
May 2009- U.S. military-issued ammunition found in a cartel raid in
Reynosa in November 2008. You can't buy this stuff at a U.S. gun
store. So where do the cartels get it?

According to leaked diplomatic cables, there are three sources.

1. US Defense Department shipments to Latin America, known and tracked
by the US State Department as "foreign military sales."

2. Weapons ordered by the Mexican government, tracked by the State
Department as "direct commercial sales."

3. Aging, but plentiful arsenals of military weapon stores in
Honduras, Guatemala and Nicaragua.

Even though these facts were well-known by the Obama administration,
including Secretary of State Hillary Clinton and Attorney General Eric
Holder, it blamed much of the violence in Mexico on US gun shops.
"More than 90% of the guns recovered in Mexico come from the United
States, many from gun shops that line our border," President Obama

Local TV in Arizona has reported that on Thursday, July 7, 2011, Homeland Security Secretary Janet Napolitano, with Customs and Border Protection Commissioner Alan Bersin and Drug Czar Gil Kerlikowske, will be announcing the 2011 Southwest Border Counternarcotics Strategy in Nogales, Ariz.

I wonder to the extent Secretary Napolitano will acknowledge Operation Fast and Furious as one of many failed – in fact neglectful – programs from last year. Yet, Attorney General Holder, who has current oversight over Operation Fast and Furious, will not be joining Secretary Napolitano to add to the transparency of the discussion regarding this horrid operation, let alone fill out the details on the rest of the counternarcotics strategy, which typically includes a large cache of work for federal prosecutors dealing with the cartel's criminal, immigration and smuggling activities, alongside the FBI and DEA's activities. How convenient. The secretary can buck the questions regarding the ATF, FBI, DEA, and all other highly pertinent counternarcotics strategy questions because it is not within her jurisdiction.

Maybe I'll be wrong. Yet unless the Attorney General is a surprise guest, I doubt this press conference will be more than the rhetoric the secretary herself complains about incessantly. Nor will we learn how the ugly operations of cartels are being stemmed in any real way.
