Texas's first black congresswoman provided a voice missing from today's immigration debate.
How different would the immigration debate look today had Barbara Jordan lived? It’s a question frequently pondered by those of us who believe the answer to every problem concerning immigration isn’t necessarily more immigration.
Jordan was the first woman elected to Congress from Texas and the first Southern black female ever elected to the House. She compiled a similar record of firsts in Texas state politics and was active in the civil rights movement. But Jordan capped her career chairing the U.S. Commission on Immigration Reform.
The commission’s vision of immigration reform was very different than the “comprehensive” variety pushed by a bipartisan gaggle of senators. To understand how different, consider Jordan’s contention in early 1995 congressional testimony that “deportation is crucial.”
“Credibility in immigration policy can be summed up in one sentence: those who should get in, get in; those who should be kept out, are kept out; and those who should not be here will be required to leave,” Jordan said. “The top priorities for detention and removal, of course, are criminal aliens. But for the system to be credible, people actually have to be deported at the end of the process.”
Today’s comprehensive immigration reformers think it is an abomination to deport anyone but criminal aliens. The Obama administration has celebrated such deportations while announcing that most of the remaining illegal immigrant population isn’t an enforcement priority.
In all, the Jordan Commission favored reducing legal immigration by one-third, moving towards more skill-based immigration and away from chain migration, and enhanced enforcement. One need not support all its recommendations—I oppose national ID cards, for instance—to see that serious alternatives to the Gang of Eight approach were once seriously contemplated by such mainstream Democrats as former President Bill Clinton.
Not long after Jordan’s untimely death in January 1996, the effects of her absence were felt. Liberals could not say no to immigration, whatever its impact on the working poor. Economic conservatives decided her commission’s worksite enforcement mechanisms were insufficiently pro-business; Beltway social conservatives regarded its changes to family reunification as insufficiently pro-family.
Since then, the country has been plagued by the notion that racism is the only possible motivation for reducing immigration or enforcing immigration laws. There were once courageous liberals like Jordan and to a lesser extent Theodore Hesburgh to whom it was impossible to ascribe such motives who were willing to argue otherwise.
Jordan observed that “it is both a right and a responsibility of a democratic society to manage immigration so that it serves the national interest,” which includes the interests of citizens of every race, and naturalized citizens as well as natives and the “nativists” supposedly advocating on their behalf. Barbara Jordan's wisdom is needed in today's immigration debate

 

The Trump administration declared today to be Barbara Jordan Day, the 22nd anniversary of the legendary former Texas congresswoman’s passing. Presidents often make such declarations to honor heroes from our country’s past. However, Jordan was no relic from a bygone era. She was a trailblazer on many issues, not the least of which was immigration policy. Our country would greatly benefit if more of the players in the current immigration debate shared her vision.
Jordan was an icon and a pioneer, but didn’t fit into the neat categories of the modern political landscape. She is primarily known for a series of firsts: First African-American elected to the Texas Senate after Reconstruction, first Southern African-American woman elected to the U.S. House of Representatives, and the first African-American woman to deliver the keynote address at the Democratic National Convention. She also gave a memorable opening statement at the House Judiciary Committee hearings during impeachment proceedings against Richard Nixon.
With that resume, and by today’s politics, one would assume Jordan would be an open borders advocate who endorsed all the Democratic Party’s platform positions on border security, sanctuary cities, chain migration and the visa lottery. That assumption would be wrong. Jordan was a staunch proponent of an America-first immigration policy that sought to have new arrivals be a benefit, not a burden, to the country.
Though a lifelong, loyal Democrat, Jordan staked out positions on immigration that would today make her a pariah in her party. As the chair of the U.S. Commission on Immigration Reform from 1994-1996, Jordan advocated for increased restriction of immigration, and increased penalties on employers who violated immigration rules. Her rhetoric was ahead of its time considering the pro-enforcement sentiment that swept Donald Trump into the White House in 2016.

Under her leadership, the commission conducted a sweeping, bipartisan review of U.S. immigration policy. In that report, informally known as the Jordan Commission, she debunked concepts of illegal immigration that have found support today.
“For immigration to continue to serve our national interest, it must be lawful,” she wrote. “There are people who argue that some illegal aliens contribute to our community because they may work, pay taxes, send their children to our schools, and in all respects except one, obey the law. Let me be clear: that is not enough.”
As Republicans and Democrats wrangle over the future of immigration policy, some Jordanian common sense should be applied. Namely, we need to ask those opposed to reform why they do not support policies that would protect American lives, prosper Americans, and improve the upward mobility of legal immigrants and the vulnerable. Should the priority of our elected leaders be to improve the lives of American citizens, or allow corrupt regimes to export their poverty problem to us?

If a program has to ignore laws to work - it's a program that's not meant to work.

The Center for Immigration Studies has a great article today titled, "A Blueprint for Immigration Reform"about the one and only Congresswoman Barbara Jordan and the commission she headed to study immigration policy in the '90's, who we have written about before.
We haven't seen a common sense statesman from the left like this outstanding democrat legislator in decades.    Do yourself a favor one day, find a video of Jordan and listen to her speak.  She was amazing.
The CIS article tells us, "It was generally known as the Jordan Commission, named for the late Barbara Jordan, the powerful woman who served the longest period as the Commission's chairwoman. The Jordan Commission, unlike the current White House, took its time to do its work, and decided, unanimously, that there was no need for an alien legalization program. Its work was summed up in these words:
The credibility of immigration policy can be measured by a simple yardstick: people who should get in, do get in; people who should not get in are kept out; and people who are judged deportable are required to leave.2"
 AH.............HOW simple and SWEET it is!   THAT's a lost art in politics today!  And THAT is also the LAW!

The detailed and thoughtful recommendations in the Commission's 1997 final report,3 called for the nation to:
  • Integrate the immigrants now in the United States more thoroughly;
  • Reduce the total number of legal immigrants to about 550,000 a year;
  • Rationalize the nonimmigrant visa programs and regulate them;
  • Enforce the immigration law vigorously with no further amnesties; and
  • Re-organize the management of the immigration processes within the government.
 Now, don't fool yourself for a moment, Jordan wasn't and isn't the only democrat/progressive who thought the way she and her commission did.  Today we have  Progressives for Immigration Reform with their platform:

  1. Reduce annual immigration into the United States from its current
    1.2 million to between 300,000 and 550,000 people.
  2. Rework trade and foreign aid policies to improve conditions for people
    in our major immigration sender countries.
  3. Mandate the use of E-verify for all new hires and enforce serious penalties
    on employers who hire workers illegally.
  4. Avoid any expansion of "guest worker" programs.
 It appears that not only do hacks like John McCain fail to listen to the people who put him in office, but the democrats like Obama don't listen to their constituents either.  But then, Obama doesn't need you liberals or Black Americans any more, does he?  He's got a NEW constituency who likes his socialist, anti-American agenda.
A recent survey sums up the real problem with one question:
When asked why there is a large illegal population in the country, voters overwhelming (71 percent) thought it was because we had not made a real effort to enforce our immigration laws. Only 18 percent said it was because we were not letting in enough immigrants legally.
If a program has to ignore laws to work - it is a program that is not meant to work.
And Just BECAUSE I LIKE IT!

Mr. Chairman, members of the subcommittee, thank you for providing this opportunity to testify today. I am Barbara Jordan, the Chair of the Commission on Immigration Reform.

The Commission on Immigration Reform was created by the Immigration Act of 1990. We are a fully bipartisan body. In addition to the Chair, we have eight members who were appointed by the majority and minority leadership in each house of Congress.

The Commission's 1994 report to Congress was entitled U.S. Immigration Policy: Restoring Credibility. The title is telling of our recommendations. The Commission believes it is essential to control illegal immigration if we are to have a credible immigration policy. We believe legal immigration is in the national interest, but see illegal immigration as a threat both to our long tradition of immigration and to our commitment to the rule of law.

The Commission recommends a comprehensive, seven-point strategy to restore credibility. Let me tell you that the strategy is neither cheap nor painless. There are no quick fixes to our immigration problems; there are no inexpensive solutions. For too long we have neglected immigration as a public policy issue and now must pay for the consequences.

Four points in our report call for special attention. First, we need improved border management. The Commission calls for a strategy of prevention of illegal entry and facilitation of legal ones in the national interest. The concept is simpler, of course, than its achievement. The Commission was highly impressed with the border operations in El Paso that aim to prevent illegal entry. It is far better to deter illegal immigration than to play the cat and mouse game that results from apprehensions followed by return followed by re-entry. To accomplish a true deterrence strategy will require additional personnel as well as a strategic use of technology and equipment. We will also require new measures of effectiveness because apprehensions alone cannot measure success in preventing illegal entries. Our goal should be zero apprehensions-not because aliens get past the Border Patrol but because they are prevented entry in the first place.

While we tighten our control over illegal entry, we must also reduce the long waiting times at our ports of entry. It is ridiculous that people with legitimate border crossing cards feel it is more convenient to cross illegally than go through our ports of entry. But that is the case. Our own delegation waited for one and one-half hours to cross from Juarez into El Paso-and this wasn't even at rush hour. In an age of NAFTA, we must do a better job of handling the legitimate border travel. The Commission supports the development of a land border user fee whose resources would be used to open more lanes, add more inspectors and, if necessary, more ports of entry to speed this traffic.

Our second set of recommendations would reduce the magnet that jobs currently present for illegal immigration. We have concluded that illegal immigrants come primarily for employment. The Commission believes that we need to enhance our enforcement of both employer sanctions and labor standards. But, to make employer sanctions work, we must improve the means by which employers verify the work authorization of new employees. The Commission believes the most promising option is a computerized system for determining if a social security number is valid and has been issued to someone authorized to work in the United States. We are pleased that the Administration has endorsed our recommendations in this area, and we look forward to working with INS and the Social Security Administration on the design of pilot programs that will phase in and test this new verification approach. I urge this committee to provide the funding needed to develop the computerized system and implement the pilot programs.

Third, the Commission urges greater consistency in our immigration and benefits policies. We believe that illegal aliens should be eligible for no public benefits other than those of an emergency nature, in the public health and safety interest, and constitutionally protected. On the other hand, we urge the Congress to retain for legal immigrants eligibility for our safety net programs. The United States screens legal immigrants to determine if they will become public charges, but unforeseen circumstances-deaths, illnesses-occur. The Commission does not want to see individuals whom we have invited to enter become vulnerable when such situations arise. On the other hand, the Commission strongly supports efforts to make our public charge provisions work. We do not want the U.S. taxpayer to bear a burden when there is a sponsor in this country who has pledged to provide support for an immigrant. The affidavits of support signed by sponsors should be legally binding, and the provisions for deportation of those who do become a public charge-for reasons known prior to entry-should be strengthened.

The Commission also made recommendations regarding impact aid for states and localities experiencing the fiscal effects of illegal immigration. We believe the federal government has a responsibility in this area. The first responsibility is to control illegal entries; the second is to help states and localities with their fiscal problems. However, we are skeptical of some of the data used to calculate these fiscal impacts. At present, the Commission believes that the data to support reimbursement of criminal justice costs are sound and we urge immediate reimbursement of these costs. We are not prepared to make such a recommendation regarding medical and education costs. We also urge that any impact aid provided require appropriate cooperation by states and localities in the enforcement of immigration policy.

Our fourth area concerns the removal of criminal aliens. The Commission supports enhancement of the Institutional Hearing Program that permits the federal government to obtain a deportation order while criminal aliens are still serving their sentences. Once the sentence is over, it is far easier and less expensive to remove the alien after an IHP proceeding. The Commission also recommends further negotiation of bilateral treaties that will permit deportation of criminal aliens to serve their sentences in their home countries.

We are also looking at naturalization and the civic integration of newcomers to the United States. I, for one, would like to see all eligible immigrants become U.S. citizens-and become citizens for the right reasons, not to receive some federal benefit but to be fully participating members of our polity. Right now, there are too many barriers to naturalization. In some districts, it can take two years to complete the process. We plan to have recommendations to improve this situation.

A new study has labeled the border crossing between the U.S. and Mexico the deadliest migration land route in the world. 

The study, conducted by the Missing Migrants Project and published by the International Organization for Migration (IOM), recorded at least 1,238 deaths during migration in the Americas in 2021, with at least 728 of those deaths occurring on the U.S-Mexico border

"The number of deaths on the United States-Mexico border last year is significantly higher than in any year prior, even before COVID-19," Edwin Viales, author of the report, said. "Yet, this number remains an undercount due to the diverse challenges for data collection."


So far in 2022, 13 journalists have been murdered in Mexico in possible relation to their work.

The most recent case is that of Ernesto Méndez, director of the news site Tu Voz, who was shot to death in San Luis de La Paz, in the central state of Guanajuato. According to local journalism advocacy group Article 19, he was shot and killed inside a bar owned by his family.

While the victims’ families, Mexican journalists and journalism organizations continue to seek justice in each of these cases, the Mexican government only considers 11 of them to have been motivated by their work as journalists.

‐ Illegal-immigrant crime calculations conveniently and invariably steal a base by leaving out the millions of crimes committed by illegal immigrants related to procuring fraudulent social security numbers, obtaining false drivers’ licenses, using fraudulent green cards, and improperly accessing public benefits.

‐ My SCAAP-extrapolated crime figures actually are lower than those calculated by John Lott. Using Arizona Department of Corrections data spanning 1985–2017, Lott calculates that illegal immigrants in Arizona aged 18-35, for example, are 250 percent more likely to commit crimes than young U.S. citizens. Further, such illegal immigrants commit more serious crimes — such as murder, robbery, and sexual assault.

‐ Illegal-immigrant crime data, regardless of source, likely understate crimes committed by illegal aliens. That’s because illegal-immigrant victims are less likely to report crime, and even if crimes are reported, illegal immigrants are less likely to appear as witnesses leading to conviction.

‐ Even if illegal immigrants didn’t commit crimes at a higher rate than U.S. citizens, they nonetheless commit crimes — each one of which is a crime that shouldn’t have been committed in the U.S.

‐ It’s peculiar that government agencies, notorious for aggregating the most obscure statistics imaginable, do not tabulate crime data for illegal aliens. Why do you think that’s the case?
