Yes, it was well known enough that it got a title, by thousands of us, who really had no national voice.  But we studied it, we followed it for years.  It was a big news item in Canada, Ireland and other places, where their citizens lives were sacrificed for political expediency in "old time Southern" Arkansas.

The scheme by the governor and his minions, along with a couple of other nefarious state leaders was to bleed Arkansas inmates to sell the blood to blood banks for ill patients overseas.

Yes, we are talking about Bill Clinton and likely the 'brains' behind the scheme, Hillary and his later to be Secty of Interior, Bruce Babbitt, then governor of Arizona.

In Canada, the federal government approved in July, 2006 a $1 billion compensation package for the so-called "forgotten victims" of tainted blood. Prior to this, the Canadian Red Cross pleaded guilty to criminal charges related to distributing tainted blood products and infecting Canadians with HIV and hepatitis C. The Royal Canadian Mounted Police blood task force has an ongoing investigation into the Arkansas sells.

In Japan tainted blood victims won two class-action lawsuits in 2006 against two Japanese pharmaceutical companies and the Japanese federal government. Japan also used blood harvested from the Arkansas Department of Correction.

15. Blood Gate: Selling AIDS-Infected Blood

When Bill Clinton became Governor of Arkansas, he awarded a fat contract to a Little Rock company called Health Management Associates (HMA). The company was paid $3 million a year for “medical services” for the state’s prison system. The game was to pay prisoners for their blood ($7 per pint) then resell it at massive profits on the international plasma market ($50 a pint). HMA’s entry into the blood market coincided with the rise of AIDS in America, but HMA did not screen the prisoners’ blood, even after the FDA issued special alerts about the higher incidents of AIDS and hepatitis in prison populations. In Canada alone, more than 7,000 people died from contaminated blood transfusions, many of them hemophiliacs.
